If you dial 02396, you get unobtainable after the first five figures. I suspect a foreign concealed number that you can't ring back to investigate.
SCAM!!! Received a call from this number and I was advised a debit had been made on my VISA card for £900 Asked female her name, (illegible) Owen. Asked her for her office address to verify her legitimacy as I was online at the time. Gave me address for BT HQ in London. Started telling me quite abruptly to check it, hurry up, go check it and so forth and then went into a barrage of offensive swearing and abuse from her. She then terminated the call.

Called 3 times this week so I called them from blocked number they said they were calling due to accident I d been in. I told them i don t own car or even have a licence (which is true) they said not even as a passenger, told them No. They apologised and said they update system. SCAM - Tried to convince me that they were calling on behalf of a government debt consolidation scheme. When I said I wanted to check the validity of the company, they tried to convince me that they were genuine. I pointed out to them that any genuine company would be fine for their customers to do due diligence and that the fact they were trying to stop me doing that just screamed scam. They hung up on me.
