Most probably a scamcall. My aquaintances of the Uk would Skype or use Whatsapp.
Appears to be a local number however call is from an international call centre. They asked to perform a quick survey and quoted some personal details. They weren't clear where they called from.

They call and ask you for a one time payment to support a magazine to go into schools regarding bullying. ONCE. ONE TIME ONLY. You do not sign a contract, you do not enter into an agreement. They then persistently call you and ask you for more money as apparently you have entered into a contract. cold caller about road traffic accident. I asked which one ? and she was vague. I asked how they got my number and was told they took it off the "road traffic database"...
