There is no point in reporting to the TPS or OFCOM these numbers that any scammer can buy. The telecoms company Magrathea That sold this number also supply a list of phone numbers to call. You are on that list if this number phoned you. Best is to get something like a Panasonic KX-TGJ420E and block all 0203 calls. And leave a Google Maps review for the telecoms company.

My broadband contract has just ended with Vodafone and I already renewed it with them on a social tariff. Maybe the call was connected to that. I saved the number to contacts so the name will come up if they call again and I'll answer it to find out. Like many I don't answer withheld numbers or numbers I don't recognise.

Definite scam. Claimed (falsely) to be Harry from Carphonewarehous3 in London calling because "we have a special offer on new phones today". I live in Scotland, he's calling from London claiming to be a big phone store. They would never ring me like that, nor you either. How could he have got my number legitimately? States from curry’s yet was a call centre with foreign speaking people. Don’t believe it was. Not from the village the number is recognised from.
Fraud Scam. Vodafone support website has a page on which to verify that a number is calling from Vodafone. This is not a Vodafone number. Here's the information I could get from them before they hung up. The caller claimed to be from Vodafone promotional dept offering a new phone upgrade and 2 year contract. Caller was inconsistent in what they said. Once saying a verification email would arrive in 30 minutes then saying 1 hour. They switched for no reason between talking about iphone and Samsung phones.
