Missed call rang back always has a busy tone any ideas?

Uninvited call no - one spoke noise in background presumably given the number a marketing call I am registered with the TPS

Lydia from UK Legal claimed she had my details from the road traffic accident database and that I had been in an RTA on 28/02/2014. She supplied her number for return calls as 0800 743 872 but called from the number stated above.

Recorded message stating: "important message for HSBC, Santander etc. customers re: refund on your account - press 5 for more details" (I hung up)
