The call was probably not from Plymouth. These calls use spoofed numbers and originate outside the UK. Just block the number if you have the facility.
Friendly number
Had a call from "BT" on 01294751263 saying they had to cut off my broadband due to suspicious activity on it and to clean it up! He said it would cost nothing. Checked...

The callers from this number are scammers. They called claiming to be 3 Mobile and wanted me to upgrade to a new contract when I only just renewed my contract with the real 3 Mobile a couple of months back and my existing contract is locked for another 10 months. When I asked the idiot to email me the offer to review, they asked me for my email address and if they were really 3 Mobile they would already have it in their records. When I challenged the idiot on the other end of the line to tell me the email
