This is MacKenzie Hall Debt collectors, using fake local numbers to trace people and/or collect debts. They have set up, in numerous cities, a number of ring-back numbers. This makes the call they make to you appear local rather than coming from their main location. When you dial the number, the call is auto-routed to their office.
