This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Asked me how many lights flashing on box. I asked where lights would be. Vague response. He asked me to check back. My router doesn’t even have lights on back. Kept telling me to ‘switch off’. Switch what off!? Asked him to confirm customer name. He hung up.
