It's a scam to obtain money fraudulently. They pretent that they are chasing up old debt not paid for utilities from old companies. I have spoken to them and still not had a breakdown which they said they would send to me. They do not provide an address or an emai to contact them. You can not text them back on the number they send you. They do not write to you. When you change suppliers for e.g. electrics, gas. You can only change once your bill is upto date.

I was first called on 01730614817, I hung up then he called back on this number. SCAMMER! Apparently all numbers beginning with 01483 and 01730 are owned by offshore scammers.
