Seems to be used for some telemarketing call center - this range of numbers 12173228xx (common feature, they use more numbers of the same range) is mostly reported with life insurance, PPI claims, insurance marketing. Just block it if not interested (I use the app from these pages, no problems). People did they call you with the same or something new?

supposedly a utility company, leaves a voicemail to say they have called, nothing to worry about and they'll call back. Geographical number but I have had the very same automated voicemail from several geographical numbers in different parts of the country, at least two a day, everyday for the past two weeks, all unanswered all blocked and deleted, then I get another because they've just used a different number.
Keep calling numerous times every day despite number being blocked.
