I block numbers with Mr Number on my Android phone. It is a free app. Landlines have blocking facility too.

Definitely a scam call. These calls use spoofed numbers, originate outside the UK and are untraceable. NEVER TRY TO RETURN A CALL to an unknown number and NEVER PRESS ANY NUM...
