Received a random message from this number, probably a scam

Just spam, no voicemail left, I dialled back and an Indian accent told me the numbers no longer in use. Now blocked.
Strange approach on whatsapp initially using a Finland dial code. Then when blocked reappeared next day on WhatsApp using this UK mobile number.
Another cold call that suddenly gets put through to sounds of talking, then they hang up.
