They called from this number to my unlisted number (also registered with TPS) and did not leave a message. To me this indicates a fraudster.

Fraud. The call is recorded and the speaker has an English authoritative accent. The speaker accuses of having not paid tax and that there is a warrant for your arrest. You are then put in a queue with an American voice asking to hold and that your call is important
