No longer do I speak when I answer a number not familiar. If it's a cold call, they will speak first. If it's someone who knows me, they will speak if I don't. This one just hung up, so I can deduce it was an unsolicited and unwanted call and blocked them.

Ask who they are, he is evasive and eventually responding "Sovereign" regarding foreign payments.
