It is from the UK Student Loans Company.
Phone goes silent no one there and then cuts off, 4 calls in 30 min pain in Ass, call centre knew straight away win was calling them back after the 4th dropped call.

Seems to be used for some telemarketing call center - this range of numbers 19282007xx (common feature, they use more numbers of the same range) is mostly reported with PPI, car accident / accident claims, insurance marketing - very usual mix. Just block it if not interested (I use the app from these pages, no problems). Folks did they call you with the same or something new?
