Had about seven missed calls from them, I rang them back and it said to me there is a problem with a connection every time. Finally caught the call on the seventh attempt of them calling me and there was absolutely nothing on the other side.

This is the negative balance team from Paypal (See https://www.paypal-community.com/t5/Subscriptions/Paying-an-outstanding-recurring-payment/td-p/1000315 as an example). This team will call Paypal customers if a payment on their account has been paid by paypal but not by the funding source, creating a negative balance. The account holder has 45 days to deal with the issue, before Paypal go to the funding source to ask for the money on a "Chargeback" basis. Legitimate caller if you have a paypal account

Hi company called Scott&Co They are callling regards to council tax if you are not paying it on time. I forgot to pay a council tax for 2 months and they have sent me a letter that i need to py the full amount in total i had to pay ?712 So i phoned them and they spread the cost for a weekly instalments. they just calling to collect the weekly payment. its not a Spam or Sales call. If they are calling you better call them back ASAP . :)

I was asked to call the number for a validity check. Number rings and then when answered goes quiet. My number is withheld, so that s why they will not talk. These are Agents, probably working for Energy Consultants. The prices they get for you will include a significant commission. They will lie and harass you into agreeing contracts. These people keep calling my mobile number and asking for the complete wrong person! I have told them on numerous occassions that they have the wrong number and to remove my contact information but it obviously goes in one ear and out the other!
