They use an area call router to pretend that they re local to you which will hopefully persuade you to answer and then you ll ave an automated message asking you to contact them or an agent (scumbag) trying to coerce your details from you in a (poor) attempt to scam you. I assume it was an automated call from some seller and that the call was dropped because those companies employ systems that phone multiple numbers from their sales telephone lists and when calls are connected they switch them through to their sales reps or similar.
