Keep calling harrassing people over missed payments...they use different numbers

Got a missed call from this number today, thought it may be a friend in the UK but when i rang back it said it was out of service. Anyone know how this is possible? And what is it all about?

This number calls me up to 5 times a day despite me cancelling the calls, no idea who they are and why they keep phoning.
