This is a scam caller pretending to be from a Lyca phone provider offering cheap contracts, the company they are pretending to be are Mobiles.co.uk. They tried offering me a £35 contact for 24 months for a Samsung S23 ultra, which was too good to be true worked out at (£840.00). I explained I did not trust cold callers, so they asked me for an email address. They sent me the email which looked genuine. But it had a different number to the one one the official website. Is 100% definitely DVLA. The number was quoted at the top of a letter from them which was sent with the returned application for renewal of my licence as I hadn't filled in all the required information.

Claimed to be calling from "credit investigation unit" and government had shortlisted me to write off 90% of my debt. I got him to stop, then said I was recording the call and began quizzing him. The story he spun twisted and flipped, wouldn't answer how/why the government knows what my credit status is, or who compiles the shortlist, or where his employer got it. I repeated that I was recording the call and suggested it was a scam. He swore and cut off the call.
