He then complained that I had wasted his time! I guess his next move would have been to ask for my bank details! Avoid!

Received a call from this number. When I answered it it was a recoded message saying that it was from HMRC and that i had been reported for Fraud and press one on the keypad otherwise police will arrest me. At this point i concluded the call as a scam or potential Fraud call.

The caller said words to the effect "We are phoning regarding your recent accident which wasn't your fault" There was a short pause during which nothing was said and then the call was ended by the caller.
