Second number that has phoned in the last 25 minutes with no voice and then hang up!! When I phone back an automated recording says "This number is not in service" What on earth is going on? Scam or fraudulent so don't answer

Robotic recording asking about the accident I've had - I've not had an accident. Appears to originate in Birmingham? I didn't answer and had to block this number. This despite me having the phone registered to the TPS.
Number called me then cut off after a few words "i'd like to speak to..." I called it back and received an automated message saying "Congratulations you have successfully installed...." I hung up at that point. Fortunately my phone is very old fashioned so is unlikely to have successfully installed anything.
