The number = 01709889223, this number phoned me today (at 13:08 on 1st March 2022) and the caller stated they were from BT OUTBOUND ringing about my telephone. They were indian, male and middle aged, they identified themselves as John Martin. I am ex-directory and my phone is registered with the telephone preference service to block sales calls and unwanted calls. I checked online and the number was listed as Indian and Rotherham based. It's a number for Royal Mail Slough delivery office, so should not be being given out by Ali express. Don't ring it, they must keep the phone off the hook because they are tired of all the calls they get through (incorrectly). If you want more info then just ring the normal royal mail customer services who will tell you if the tracking number is valid but only confirm whatever the Royal mail tracker says (which in my case doesn't even show that parcel has been sent to Royal Mail).
