Seems to be some call center working for non-profit orgs, I can see more similar numbers (all the same range - 020347621xx, just last 2 or 3 digits different) reported here already with Barnardos children's charity, Pell & Bales on behalf of the NSPCC... No idea who is behind it, they left no message, no VM. I really don't answer unknown numbers, tried to dig some info about this number first on internet, but no luck so far. People did someone answer it?

When I get unsolicited calls from numbers I don't know, I press Answer and put my handset aside without saying a word, listening as the scammer says "Hello?" in vain with no response until they eventually realise that the only one's time and money being wasted is their own. Very satisfying, try it the next time these crooks harrass you :)

This call was to tell me that the protection plan for my computer was being reduced and presumably to get me to sign up for the new lower price. As I don't actually have a protection plan this is a fraud to relieve me of some money.
