I am in Greece and have a Greek mobile. I had a missed call from this number. As we have UK-based clients I called the number back and the bakery had no idea what I was talking about! I have come across this before with UK numbers, can a third party somehow hijack a landline number?

Very persistent - when I told them I didn't know my postcode they called back the following night. Even provided me with a (mobile!) number I could call to check that they really were Vodafone.
Stated they were from tge local housing association and they were running a project to bring all tenners properties up to spec. He wanted to get someone there to conduct repairs.
