They are recorded prank messages. the recording says something and you then respond. i think the call is then recorded. its someone having laugh at your expense.
Sounded like a SCAM saying amazon has charged a card and if no purchase from them to press 1.

This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. I recommend to block the whole 8438327xxx range (I use the app from these pages, no problems)... People did someone answer this number?
