I've had two missed calls from this local phone number, but they don't bother to leave a message & when I phone back it is an automated message that let's me know that nobody will answer and I can't leave a message. If you don't warn someone you're going to phone, they're not going to answer. My only guess is that it's someone from the council or Severn Trent possibly.

When you call back just get an automated american accented on hold "your call is important to us please hold and an agent will be with you shortly" call never gets picked up as after 2-3 minutes it says goodbye and hangs up.
