SCAM assume it's some sort of a scam as they said this address had come up as someone who had previously had loft insulation in a residential address and qualified for some sort of grant for an upgrade - since this is not a residential address and has not previously had loft insulation it was complete bunkum. Told him the number he called was an emergency line for transport & being blocked by nuisance calls could cost lives, asked for assurance would be removed from list but he hung up.
