It is Vodafone offering new rates for customers. Can be irritating as they have rang my phone numerous times a day, however for people complaining if you just answer and POLIETLY say ur not interested they will remove you from their calling list. No point being aggressive or rude to the people on the phone ... They are only doing their jobs!
