This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Seems to be another number related to the RSPCA - check them at http://www.rspca.org.uk/home - but this number is used by a global call centre working for multiple charities, and the bad thing is that they share the database of numbers, so can call you not only in the name of RSPCA then...
