I think this is a premium rate number. The call doesn t seem to make the phone ring but I received a text saying that this number was trying to contact me. I did not call back as I suspect the number to be a premium rate number

In fact these people (usually claiming to call for some ALS company) just try to gain your personal data, using a story with car accident (so probably they have found your number in insurances databases, many of them are on the internet available unfortunatelly) you have had recently... Do not provide them with any data. Scam call, ambulance chasers...
Got call on mobile...didn't answer as didn't recognise number. Seconds after mobile stopped ringing the home phone from same number rings; again didn't answer if it was a ligit call they would have left messages on one or both phone.
