Seems to be used for some really wide-scope telemarketing call center - this range of numbers 118328xxxx (common feature, they use more numbers of the same range) is mostly reported with very sophisticated robocalls, sometimes classical RTA - ''you have been in a car accident'', sometimes Microsoft support - general computer support, in most cases unsolicited.
