I rang back and they all have had an answering machine with the same female voice putting me in a queue and at no point saying who they are. Whoever they are, they have the ability to have or create many numbers. They get blocked and move onto another number and call back.

I recieved a phone call from this number (08448 003813) and did not answer it but still recieved a bill from 02 for it.
