This number is a lead-gathering service from India. They ask bland questions about "household preferences" then sell your details as hot leads to UK businesses. They also sometimes claim to be calling from the Telephone Preference Service - which is doubly naughty.

SCAM of some sort. It cannot be legitimate as it is a prerecorded message telling you that action will be taken against your national insurance no. that state that there has been suspicious activity in north Wales and to press 1 to find out more. A government department would not use a mobile no!!! And how would they know your telephone no. anyhow?
