Found out more about this number from good ol Google Apparently they try to get to book an appointment with you to come to your home, to provide double glazing. They were on Watchdog around June/July time of 2015. Stay away from them, it seems as if they are nothing but trouble.

Called today. When answered there was no sound then an automated voice said 'goodbye' Call ended.
They are claiming saying calling from Citizen Advice Bureau must be a guy from abroad claiming that outstanding debt. CAB never call u this way. Don t give any information.
Same recorded message as others have reported, threatening legal action if I don t call back
SCAM. Automated message claiming to be HMRC. Saying they had detected tax fraud in my name, but not mentioning my name, and that I had to press 1 or... at which point I hung up. I would expect if the HMRC were to call me they would ask for me by name.
