Yes this is a scam. Message from Lisa Williams from HMRC and uses intimidating language but: 'She' never uses your name and the voice is electronic.

Fraud They have called recovered your money after you lost in trading. And they want to give back the money you have lost. They have asked me how much money I lost, without any proof, they said they will help to refund back. So the guy wanted to access to my computer or my phone which I started to question why you want to get my personal details and he said this is the only way. He did not like I was not doing what he wanted so he hang up the phone. Really professional
