Quite aggressive PPI marketeer asked for me by name. When I politely tried to say I receive dozens of such calls which I do not want she responded very forcefully in a broad welsh accent ... I cut off the call.

They are scammers. Told me I had completed a questionnaire last year. Knew I hadn t. If you want mobility aids go to a reputable company. For my mother I have found good recommendations on Age UK website
This was a recorded number alleging theft from a card, not specifying the company or type of card, but just an amount. This is likely malicious because an organisation would not have a recorded message with the same sum itemised - each "real-time" cheating of a person would be unlikely to be of the same sum each time.
