This is a scam call purporting to be from BT/BT Openreach about broadband errors - sounded like an overseas call centre operation from the background noise

Definitely a scam. BT, Openreach, TalkTalk, Virgin etc., will never call you about a technical issue unless you contact them.

they call you and when you answer theres no one on the line and if you ring back its a answer machine for a company doing a survey with a voicemail service
