They usually work for some third company and call with offer of some goods or services for the actual company they were hired for. In this case the number is mostly reported in connection with Three Mobile, could be also calling in the name of another telco operator... Just a call centre.

I also placed an add on gumtree and had exactly the same type of call. On questioning he claimed to have had my number from the RAC, when I confronted him he hung up. Had a cold call 2 mins later from a slightly different number.
A really rude man phoning me asking me if I was someone else and I kept telling him I wasn't and he kept calling me this other person, I keep getting these calls from this number. He finally hung up when I started shouting at him. Never said what he was phoning about just insisting I was someone else.
