This number seems to be from Dagastan in Russia. As I don't know anyone in Russia I would suggest it is a scam caller. Fortunately I got it as a missed call.

Missed a call to my mobile from this unknown local Nottingham number. Suspicious as I haven't given my number to any but a handful of friends, and my doctor/dentist/pharmacy. No message left. Another caller-trace service says this number was first detected 11 days ago, but there were no reports about it. Fraud SPAM SCAM It's a scam. An Asian person pretended that O2 was offering me a promotion. They said they would send me an email and I did not need to do anything except some easy approval. When I told them they were a scam, they told me: you can't prove anything. I know they tried to scam me before, and at the time they had followed up with the phishing email with pretty much all what you'd expect from an email from O2. It's disturbing.
