Seems to be used for some really wide-scope telemarketing call center - this range of numbers 118328xxxx (common feature, they use more numbers of the same range) is mostly reported with very sophisticated robocalls, sometimes classical RTA - ''you have been in a car accident'', sometimes Microsoft support - general computer support, in most cases unsolicited. Definitely weird! I have missed calls all the time from this number and another they call constantly. Left one strange answer phone message. Looking at others comments seems to be people praying on customers of car phone warehouse who are due an upgrade. Which I am but haven t yet. Just ignore/block and go to the store to be sure n safe.
