Well this is some landline from Manchester area, I couldn't find any info for this specific number, but there are two facts : people do search for this number which can be seen from different similar pages, and there are more similar numbers reported (just last 2 or 3 digits alternated, all the same 016176801xx) - so I assume this should be the same call centre. Probably calling with different offers for different comapnies, but for sure some general call centre. People did someone answer it?

Aspire is the latest to be ringing me about someone I d never heard of until I was allocated my current number after moving house. Phone call offering me a new phone and contract with massive savings. When I asked question that the caller was not prepared for or on her script she became very confused. I gave her false information about my phone, contract cost and provider and asked more questions that she could not answer she hung up. Number now blocked.
