This is due to the fact they likely use voip (using Internet to make a call) - which can take a few seconds because it needs to assign the call to a call centre operator. This usually takes a few seconds so if you hold on it will usually connect in a few moments.

Called me on a Sunday evening in the middle of dinner and when I was awaiting an important call from the hospital. Something about "their records show I was involved in a serious accident". Only two people have my mobile number - my wife and a hospital consultant. Hence I think they must be using "war dialler" software.
I had a missed call and looked them up on the net, I think if you have recently gone through comparison websites and put your number in they are getting sold on to PPI/Energy companies etc. I now put in my work number so if calls come through they soon get told.
Lead generators trying to drum up appointments to sell on. Talks a lot of bull***t. Don t even bother answering the phone.

Accident claim call where you pay the bill to listen to them tell you you have been in a road traffic accident and they can help you get compensation. It's infuriating the number of companies using this method of silent or 1 ring calls from seemingly innocent landline numbers to get you to foot the bill for their sales pitch grrrrrrrrrrrrrrrrrrr!
