I believe this is a Fraudster./scam. The caller left a message to say that it was the HMRC and that i have not paid a bill and a warrant will be sent out for my arrest..

Someone named "Brian" claimed to be ringing on behalf of O2 and kept asking questions about my pay as you go plan. I could barely hear them, sounded like they were standing outside with wind blowing into the phone! And surely they should have known the answers to the questions they were asking, very sketchy!
Asked for me by name, asking me if I was involved in a car accident that wasn t my fault. I hung up at this point.
