I have smartphone from work that I use only for email and from which I have never made a call. Neither have i given anyone the number. Despite this, I regularly get calls to it and every number turns out to be from a PPI boiler room. This number is very likely another such.

Foreign sounding lady. Something about a credit card, I think. Tried to tell her I was at work, kept interrupting. Hard to understand, too.

SCAM - pretending to be the police/automated system claiming there's an ongoing criminal case being made against me. There's not. I would have received a letter.
SCAM Claims to be from "Enterprise UK" (apparently an investment firm, not the car hire company) Claims my details are on a database of investors of stocks and shares, which I'm not. Obvious scam call, worryingly had my name and claimed to have my email address.
