This is a phone number used as a forwarding server for storing Voicemail numbers. On GPRS/Non-3G networks, it is necessary for forwarded voicemails to be delivered to another number, so they can be recorded for future delivery to the owner of the number. This number does not function without a forwarding number as well as a caller, and thus direct calls to it will not work as the program has nowhere to put the recorded message.
