This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Mobile number locator shows as being near industrial site off Mitton Road, Whalley near Blackburn. The intent is to scare vulnerable/older people into making contact, so as to gain access to their PC via remote access. HMRC are aware of this type of scam but I informed them anyway.
