Had this number call a few times, yes it's part of Halifax but it's one of many of their areas - it could be birmingham midshires mortgage. It's not a scam. The reason you can't call the number back is it's a number set up not to accept incoming calls - many banks/mortgage companies etc have them now adays. Yes sometimes it's an Asian person, sometimes it's an English person - I'd love to know how you know though that they're muslim! Just because you can't call the numbeer back doesn't = scam. Be aware if this number calls, it is for a shared costs, so better not to call back. Have checked also different formats of this number, but no luck. Very annoying. Calling on regular basis to mobile even though I have asked them not to do so. Every time that I answer they hang up now. They must have bought a Lanarkshire number to make it more likely that people will answer calls from them.

Call center I received a call from this number telling me he wants to ask me a few questions on behalf of leading brands in the UK. The caller was not speaking very clear and I asked him again what it was about. I then decided I was not going to take part in the survey and he then shouted at me and told me then why do I F2#€@ !! asked him so many questions and he then put the phone down before I could reply.
