I have already reported this number. It is the dialling code owned by mobile provider Hutchison 3G UK Ltd. I do not know the ID of the phone number 874428 other than what garbled message I've heard suggests it may be from India. I'm unable to make a connection but Hutchinson's have an Indian call centre; from a limited number of reviews it seems Hutchinson's don't have a very good reputation as a provider of services.

Called about 11am this morning. Well spoken female voice with English accent said she was an official energy agent in the area and asked if I still had fibreglass loft insulation. A silent call from one of a block of numbers. As fast as one number is blocked another is used. So far 10 different numbers from the block ranging from numbers ending 763 to 776. Regularly getting 2 or 3 a day. If they are from 3 network then Ofcom need to investigate
