This number called me every day for 5 days but they would put the phone down as soon as I answered it. I found it to be from from accident claims and blocked the number.
They keep calling my house phone and do not say anything when I answer. I called back and got an answering machine with no message just someone whisteling or a load scream. I have blocked this number from calling my phone again.

This number is just another one in the same range of similar numbers - 19167199xx - same call centre, mostly reported as a silent call (just testing their database of numbers), sometimes as accident chasers ("Have you been involved in a road traffic accident...?"), or telemarketing offers.
