Most of these calls originate from outside the UK so the rules or laws have no effect.

My brother got a call from this number asking for a gas meter reading. He was not sure where the caller was from but a 1471 and internet search brought up this number as belonging to British Gas. However I am not with British Gas but with Southern Electric, for at least the last 6 years. I called Southern Electric who said they did not call for any reading and would not do so. I believe this is due to previous calls when I have kept them on the line for 30 mins plus pretending to check my computer and blocking their attempts to try and do anything before informing them I have scammed them and dont actually have a computer.. and laughing loudly as they terminate the call with some abuse.. idiots
