Appears to be a phishing call. I answered and an automated voice just said "goodbye" and the call ended. This typically is an attempt to have you call the number back for any number of reasons, typically non of which are good.

I did not answer, but they left a message, which I felt was an attempt to trick me into responding in order to avoid paying unlawful requests for several hundred pounds. The text message received from this number on 14/02/2024 at 12:13 simply read: "Got it (thumbs up emoji)" No other content and this number is not in my phone book nor was I expecting any messages like this from anyone. It feels like a text that is trying to elicit a response and leading to a scam/spam.

I missed a no caller ID call from Dundee city council, the person gave me this number to call back on. I'm immediately greeted by an American automated voice giving me options to which I decide to hold for assistance cuz none of them mean anything to me.
